Vet Fined R$ 138,000 After Animals Rescued Amid Feces in Clandestine Shelter in Bauru

A veterinarian in Bauru, São Paulo was fined roughly R$ 138,000 after authorities discovered about 60 cats and two dogs living in unsanitary conditions inside a private residence, where accumulated feces and urine covered much of the space. The discovery on January 22, 2026 triggered a joint operation involving the Environmental Police, Military Police, and the local Bar Association’s animal protection committee following reports received by the Instituto Luíza Mell and other animal welfare advocates.


Rescue Operation and Allegations

The shelter was uncovered after a complaint to the Instituto Luíza Mell and outreach from federal animal advocate and police veteran Felipe Becari. The residence was described by authorities as a clandestine shelter with extremely poor sanitary conditions, mixing household items with large amounts of waste. Several animals were found living in the filth, although they appeared to have food and water.

Officials reported that the stench of feces and urine was detectable from outside the home, and feces covered nearly every room, particularly in the area housing the cats.

Local authorities confirmed a fine totaling about R$ 138,000 for violations related to animal neglect and environmental regulations. Investigators also cited possible illegal animal trading and irregular shelter operation as contributing factors.

Items related to veterinary care were found in the residence, such as tables and medical supplies, though officials stated that the conditions made legitimate clinical work impossible.


Role of Animal Protection Groups

The involvement of the Instituto Luíza Mell and the OAB’s animal protection committee highlighted cross-sector collaboration in tackling severe animal welfare violations. Community and legal advocates joined the operation to ensure that the animals were removed safely and future risks addressed.


Rescue and Care for the Animals

Following the rescue, the animals were transferred to a veterinary clinic in São Paulo under the care of the Instituto Luíza Mell. There, the pets received medical evaluation, treatment, and sterilization before being prepared for adoption through proper channels.

This approach aims to not only save animals from neglect but also provide them with the chance of finding stable, caring homes.
